Mudra or CGTMSE — which one is actually for you?

They get mentioned in the same breath and they are not the same thing. One is a lending scheme; the other is a guarantee that sits behind a lender.

These two come up in the same conversation constantly, and they are not alternatives in the way people assume. One is a scheme you borrow under. The other is a guarantee that makes a lender willing to lend without security. Knowing which problem you have decides which door you knock on.

The short version

Mudra is a lending scheme for small non-farm enterprises under PMMY, structured in tiers by the size of the requirement. You apply to a bank, NBFC or microfinance institution, which lends under the scheme. MUDRA itself appoints no agents and lends to nobody directly.

CGTMSE is not a loan at all. It is a credit guarantee: the trust covers part of the lender's exposure if a micro or small enterprise defaults. Because the lender's risk drops, it can extend credit without demanding third-party collateral.

So the question is not "which loan is better". It is: is my requirement small enough to sit inside Mudra's tiers, or do I need a larger facility that a bank will only give against security I do not have?

Which one fits which situation

A shop needing working capital, or a small unit buying one machine — usually Mudra territory. The amounts fit the tiers, and the process is designed for exactly this borrower.

A growing manufacturer who needs a term loan or a cash credit limit larger than the Mudra tiers, and who owns no property to mortgage — this is what CGTMSE exists for. The business is sound; the obstacle is security.

A business that qualifies for both — this happens, and then it comes down to the size of the facility and which lender is willing to move. Neither is automatically cheaper or faster.

A brand new unit with no trading history — either route is possible, but the project report carries the entire case rather than supporting it. Worth reading the note below on why applications fail.

What each one costs you

Under Mudra you pay the lender's interest, and the scheme is designed so that collateral is not demanded for the facility.

Under CGTMSE there is a guarantee fee on top of the interest, because someone is carrying the risk you are not securing. It is normally a far smaller cost than the alternatives, which are mortgaging property or not getting the credit.

Rates and ceilings under both are revised by the government from time to time, so any figure quoted on a website goes stale. Ask for the current position for your case rather than working off a number you read somewhere.

Why applications under either scheme get refused

Rarely because the business is bad. Almost always because of the file:

Projections that contradict the applicant's own filed returns. Bank statements that do not support the turnover claimed. A project report so generic it could describe any business. Documentation submitted in instalments, so the file sits incomplete for weeks. KYC that does not match across documents.

Every one of those is fixable before submission and expensive to fix afterwards, because a refusal sits on your record.

How to decide

Work out three things: how much you need, what you need it for, and what security you could offer if pushed. Those three answers point at the right scheme almost every time.

If you would rather not work it out alone, that is what the free consultation is for. We will tell you which route fits — including when the honest answer is that neither does yet, and what to fix first.

Questions

Related questions

  • QCan I apply under both Mudra and CGTMSE?

Mudra and CGTMSE are not usually stacked on the same facility. Which applies depends on the size and type of the credit you need. A business can, over time, use one and then the other as it grows.

  • QIs CGTMSE cover automatic if I have no collateral?

No. The lender decides whether to extend the facility under the guarantee, and it still assesses whether the business can service the debt. The guarantee removes the collateral obstacle, not the credit assessment.

  • QDoes a consultant improve my chances of approval?

Nobody can promise approval, and be wary of anyone who does — sanction is the lender's decision. What preparation genuinely changes is whether the file is complete, internally consistent and in the format the appraiser works with, which is where most rejections originate.
